Consolidated Measurement Reporting

For more than 15 years, the KHC has led state-wide collaborative efforts to measure and document healthcare quality in Kentucky through its Consolidated Measurement Reporting (CMR) process. The intended outcomes of CMR are to:

  1. Increase transparency in healthcare quality in Kentucky and Kentuckiana;
  2. Provide a comparison point for local and state averages and benchmark
    scores on a variety of quality measures;
  3. Increase access to data that can support healthcare quality improvement.

The foundation of the CMR process is the Kentucky Core Healthcare Measures Set (KCHMS). The KCHMS is a set of quality measures, primarily based on the Healthcare Effectiveness Data and Information Set (HEDIS), which is used by more than 90% of health plans nationally to measure healthcare performance on care and service. The KCHMS is updated every two years, under the leadership of KHC, using a structured and highly collaborative process with partners and experts across the state. Learn more here.

The quality measures included in the KCHMS are reported on in the Consolidated Measurement Reports. Annually, KHC works with health plans to collect claims data that informs these quality measures from commercial and Medicaid plans:

  • Aetna Better Health of Kentucky
  • Anthem Blue Cross Blue Shield
  • Humana Health Plan of Kentucky
  • Molina Healthcare of Kentucky
  • WellCare Health Plan of Kentucky

Using the data, KHC works with Certilytics, our data vendor, to aggregate the claims data and produce three reports: Individual Provider Reports, Group Practice Reports, and Community (Kentucky and Kentuckiana) Reports.

Individual and group practice reports are not shared publicly but are distributed to providers so that they have an opportunity to see how their measures compare to benchmarks and identify gaps in care. KHC strives to increase transparency in healthcare quality and will publicly post group practice report results beginning in 2024. The Kentucky and Kentuckiana reports are posted publicly and updated annually.
